New York trailer parking: build separate regional operating cases

A New York trailer-parking requirement needs a regional operating case. An upstate distribution-center pool and equipment supporting a downstate delivery pattern should not share a location assumption merely because both are in New York. Start with the actual facility, direction of movement and time available for retrieval.

NYSDOT’s freight-plan resources include statewide freight planning and truck-parking discussions. The 2024 freight plan identifies freight hubs including Buffalo, Rochester, Syracuse, Albany and New York City. That geographic spread is a reason to keep regional requirements separate, not evidence that parking is available in each location.

Define the return-to-service requirement

For every equipment category, state how quickly it must return to the operating facility after dispatch calls for it. A reserve trailer held for weeks may support a wider search than an outbound load needed on short notice. Keep those categories separate when comparing location and cost.

Review the commercial route, not the map shortcut

If a pool supports multiple destinations, weight the comparison by the expected number of moves to each one. An apparently central yard can be inefficient when most equipment repeatedly travels to a single facility. Show those recurring miles and hours alongside the storage charge.

Include seasonal operating responsibilities

For equipment that will remain through winter, discuss how snow storage, clearance and access to individual trailers will be handled at the proposed site. This is a requirement to resolve, not an assumption that every location supplies the same maintenance service. Clarify who communicates an access interruption and who can approve an alternate arrangement.

Provide trailer types, loaded and empty counts, expected dwell, daily moves, dates and access windows. Confirm permitted use, usable layout and inventory responsibilities before selecting a location.
